We are delighted to announce the detailed programme and speakers for the first PEER Seminar ‘We cannot take inclusive and equal partnerships for granted’ co-organised and co-hosted by Chulalongkorn University (Thailand), Coventry University (UK), the ASEAN University Network, and sponsored by the British Council. Speakers

Professor Parichart Sthapitanonda

Vice President for Academic Affairs and Social Outreach for Chulalongkorn University

Itinerary:

Professor Dr. Parichart Sthapitanonda received her Ph.D. in International and Intercultural Development Education from Ohio University, U.S.A. and is currently the Vice President for Academic Affairs and Social Outreach for Chulalongkorn University in Bangkok, Thailand. Previously, she worked as the Dean of the Faculty of Communication Arts, Chulalongkorn University and the director of Mass Communication Organization of Thailand (MCOT) Public Company Limited, a Thai state-owned public broadcaster. With an unrivalled level of expertise in the field, Dr. Sthapitanonda also acts as the consultant for many public sectors as well as private companies concerning journalism and public relations. Her current research area focuses on communication and campaigns in various topics, ranging from commercial to non-commercial and political issues.

Based in Singapore, Leighton is Portfolio Lead, Cultural Engagement (Education) for East Asia, and oversees British Council’s work in Higher Education and English for Education Systems across South East Asia, North East Asia, Australasia and China. This includes facilitating academic collaborations between the UK Higher Education sector and partners in the region. Leighton has worked closely with the Asian Development Bank, the European Union, SEAMEO and with Government and UK partners to implement Skills reform programmes in India and Nepal, and Higher Education programmes across South Asia and East Asia.

Professor Lynn Clouder, PhD, MA, BSc (Hons), MACP, NTF, is Professor of Professional Education at Coventry University and Director of the Research Centre for Global Learning. Prior to entering academia Lynn worked for 12 years as a physiotherapist. Lynn has a particular interest in inclusive education and the promotion of equality through higher education adopting an intersectional approach to investigating the complexities of disadvantage due to gender, disability, ethnicity, race and age. She is currently Project Lead for the ENTENDER Erasmus + project focusing specifically on supporting the access and success of neurodivergent students in higher education and their transition into employment in Latin America. She is lead for the Research and Innovation partnerships work package for the PEER project.

Asst. Professor Dr QueAnh Dang

QueAnh is an interdisciplinary researcher at Coventry University UK and Principal Investigator of the UK-SEA PEER Project. She has been working in international education since 1996 at the British Council Vietnam and universities in Denmark, Germany and England in different capacities. She has been researching transnational education and the concept of higher education (HE) regionalism. She has published internationally about HE internationalisation in Asia and Europe. Her academic work draws on her trans-disciplinary background combining educational sociology, international development and cultural political economy perspectives.

Her current research has focused more on international research partnerships including joint doctoral education between Asia and Europe. She has assumed an important role in establishing dual-award PhD programmes between Coventry University and partners in Europe and East Asia. Raised in Asia and educated in the UK and Denmark, she has a vantage point to look at HE partnerships and exchanges through different cultural lenses. She is the elected Vice president of the Vietnamese Intellectual Society in the UK, an emerging scholar in the EU Marie Curie Alumni Association, a member of the UK-Vietnam Alumni and Erasmus Mundus Alumni Associations. She is also a volunteer for Oxfam UK

Assoc. Professor Dr Meng-Hsuan Chou

Head, Public Policy and Global Affairs, School of Social Science, Nanyang Technological University, Singapore

Meng-Hsuan Chou is currently an Associate Professor, the Provost’s Chair, and the Head of Division of Public Policy and Global Affairs at NTU, Singapore. Her research interests lie at the intersection of politics, public policy, and comparative regionalism. She is currently researching how governments in Asia and Europe compete for talent in a globalised world, and academic mobility to and from Singapore. Hsuan is the series co-editor for Bristol University Press’s Transnational Administration and Global Policy, and she has published in Journal of European Public Policy, Policy Studies Journal, and Policy and Society.

Professor Joshua Mok Ka-ho is the Vice-President and concurrently Lam Man Tsan Chair Professor of Comparative Policy of Lingnan University. He is no narrow disciplinary specialist but has worked creatively across the academic worlds of sociology, political science, and public and social policy while building up his wide knowledge of China and the region. He has published extensively in the fields of comparative education policy, comparative development and policy studies, and social development in contemporary China and East Asia. In particular, he has contributed to the field of social change and education policy in a variety of ways, not the least of which has been his leadership and entrepreneurial approach to the organisation of the field. His recent published works have focused on comparative social development and social policy responses in the Greater China region and East Asia.

Professor Katherine Wimpenny

Katherine Wimpenny is Professor of Research in Global Education and Theme Lead for ‘Global Learning: Education without Boundaries’ in the Research Centre for Global Learning, Coventry University. Katherine has 23 years experience in higher education research and practice. Her research focus is on comprehensive internationalisation.

She is Co-PI of PEER and Co-ordinator of WP2 with Dr Paryono which focuses on TNE in Higher Education and VET partnerships.

Dr Paryono

Deputy Director for Professional Affairs and Research Manager, SEAMEO VOCTECH Regional Centre

Dr. Paryono has been working in the area of education, especially in Technical and Vocational Education and Training (TVET) for more than 30 years. Currently, he is the Deputy Director for Professional Affairs and the Research Manager and Specialist at the Regional Centre for Vocational and Technical Education and Training under the Southeast Asian Ministers of Education Organization (SEAMEO VOCTECH) in Brunei Darussalam. Before joining the regional centre, he was teaching at State University of Malang Indonesia, and visiting lecturer at various universities in the US, including the University of Wisconsin-Madison, University of Washington-Seattle and in China at Beijing Normal University. He was also a recipient of a Fulbright visiting scholar at Cornell University.

Dr. Paryono holds a Ph.D. degree for a dual title in Workforce Education and Development and Comparative International Education from Pennsylvania State University, master’s degree in Continuing and Vocational Education from the University of Wisconsin-Madison, and bachelor’s degree in Civil Engineering Education from the State University of Malang Indonesia.

His research and publications focus on TVET, innovative teaching-learning in response to IR 4.0 requirements, qualification frameworks, occupational standards, quality assurance, ICT in education, skills development, integration of life skills/transferable/transversal skills/soft skills in TVET, education for sustainable development, teacher standards, and preparing TVET for industry requirements.

Professor Takao Kamibeppu

Fukuyama City University, Japan

Takao Kamibeppu is Professor at Fukuyama City University in Hiroshima, Japan. His main areas of research include transnational higher education with a focus on international joint university and international branch campuses, education issues in developing countries, international cooperation and aid for educational development in developing countries, international people mobility such as foreign students and technical trainees, accommodation of foreign workers and residents in Japan. Previously, he worked at the Japanese Ministry of Education, Culture, Sports, Science & Technology (MEXT) in Tokyo and UNESCO in Bangkok. He received an MA (intercultural management) from the School for International Training and a PhD (education policy) from the University of Maryland, College Park. His latest paper is “Sustainability of international joint universities: The case of a German model university in Vietnam,” Internationalisation of Higher Education – Policy and Practice, 2021.

Professor Siriporn Damrongsakkul

Faculty of Engineering, Chulalongkorn University, Bangkok

Professor Siriporn Damrongsakkul is a representative from the Faculty of Engineering and Head of the Biomaterial Engineering for Medical and Health Research Unit, Chulalongkorn University; and alumna of Imperial College London.

Siriporn got her MSc and PhD from Imperial College under the financial support from British Council scholarship during 1991-1996, returning to work as the full-time faculty member at Chulalongkorn University after graduation. Siriporn’s research interest is in the field of biomaterials for tissue engineering and delivery systems. Siriporn has more than 70 international papers published with several national and international collaborative research networks.

Dr Roger Chao Jr.

Asst. Director of Education, Youth and Sports at the ASEAN Secretariat

Dr. Roger Chao Jr. is currently Asst. Director/Head of Education, Youth and Sports at the ASEAN Secretariat. Since 2013, he has been engaged in the international education development sector in various capacities in various organizations including UNESCO, UNICEF, the European Commission, DAAD and the British Council. Dr. Chao has published in commissioned international reports, academic journals and edited volumes, and international media on regionalization and internationalization of higher education, teacher education, recognition of higher education, education and the 4th industrial revolution, and refugee education.

He has a PhD on Asian and International Studies from City University of Hong Kong, a European Masters in Lifelong Learning: Policy and Management from a consortium composed of the Danish School of Education, Aarhus University, University of Deusto, and the Institute of Education, University of London, and a Master in Education (Mathematics) from the University of the Philippines.

Professor Le Anh Vinh

Vietnam Institute of Educational Sciences (VNIES), Ministry of Education and Training, Vietnam

Professor Le Anh Vinh is Director General of Vietnam Institute of Educational Sciences (VNIES) and the Director of National Center for Sustainable Development of General Education Quality. He got B.Sc. in Math (with Honors) and Computer Science from the University of New South Wales (Australia), PhD in Mathematics and Master of International Education Policy at Harvard University.

Before joining VNIES, he held several positions at University of Education, Vietnam National University, including Dean of Faculty of Teacher Education, Director of Center for Educational Research and Applications, and Principal of High school of Educational Sciences.

Prof Le has published more than 70 papers at international journals and lead many international and national projects in education, notably the development of Vietnam Educational Sector Analysis 2010-2020, Education Sector Development Plan 2021-2030, and Master Plan for Higher Education System 2021 – 2030.

Dr Supachai Chuenjitwongsa

Assistant to the President for Academic Affairs, Chulalongkorn University

Dr. Supachai Chuenjitwongsa (D.D.S., Ph.D.) is currently an Assistant Professor in Medical Education, Faculty of Dentistry, Chulalongkorn University in Bangkok, Thailand. He also works as an assistant to the President for Academic Affairs, Educational Innovation and Program Quality Assurance, Chulalongkorn University. Having received his Doctor of Philosophy in Dental Education from Cardiff University, U.K., he expands his interests to other disciplines especially his publications in teaching and learning in Diverged Cultures, competency-based dental education, and educational development. Dr. Chuenjitwongsa has served as a moderator of the Technical Working Group on ASEAN Dental Education as well as become a senior fellow of the Higher Education Academy (HEA) and Staff and Educational Development Association (SEDA) since 2016.

Dr David Huang

National Institute of Education, Nanyang Technological University, Singapore

Dr David Huang has been with Singapore’s National Institute of Education (NIE) since 2005. He is currently the Associate Dean for Research Administration and Support at the Office of Education Research and a Senior Research Scientist at the Centre for Research in Pedagogy and Practice). His main research interest includes transfer of learning, AI for Education, Complex Adaptive Systems and innovation management.

Dr Huang was the recipient of the Merit Scholarship awarded by the Asia-Pacific Society for Computers in Education (APSCE) in 2008, the Global Fellowship (hosted by the Harvard University) jointly awarded by the Australasian Research Management Society (ARMS) and the National Council of University Research Administrator (NCURA) in 2016, the Endeavour Fellowship (hosted by the University of Melbourne) awarded by the Australian Government in 2017, and the JIAS Fellowship awarded by the Johannesburg Institute of Advanced Study (JIAS) in 2018.

Dr Choltis Dhirathiti

Executive Director of the ASEAN University Network

Dr Choltis Dhirathiti is currently a Executive Director of the ASEAN University Network (AUN), an inter-governmental organization under the ASEAN Secretariat. He is also a Lecturer in Politics at the Faculty of Political Science, Chulalongkorn University, Thailand.

Choltis has been teaching normative political theory at Chulalongkorn University since 1996. His academic research interests include history of Western political thought, philosophical idealism and political ethics. His public services to the public sector in Thailand involve thinking-skill trainings and public sector strategies.

Choltis has worked for ASEAN University Network (AUN) since 2009 where he employs his experience on public sector strategies, policy consultancy and human resource development to the work of regional and multilateral cooperation among universities in Southeast Asia.
